Program Details
Dominion Energy Virginia’s Non-Residential New Construction Program provides design recommendations and rebates to qualifying facility owners for installing energy efficient measures in new construction, addition, or extensive renovation projects. Eligible building types include small and medium-sized offices, stand-alone retail shops, and outpatient health care facilities. Some of the available measures include:
- High performance interior lighting designs
- Efficient chillers, air-source heat pumps, and other cooling equipment
- Efficient HVAC system controls
- Demand Controlled Ventilation
- LED exterior lighting
- Plug load management systems
- Chiller Controls

Benefits of Participation
This energy efficiency program offers many benefits including:
- In-depth and customized analysis of new construction project during the design phase to provide recommendations for energy efficiency upgrades
- Building energy simulation models to allow for “bundles” of measures to be tested for potential energy savings gains from interactive effects
- Financial analysis of energy efficient measure options to help with decision making in design
- A more comfortable and energy efficient environment for employees and customers
- Financial incentives that help to offset cost for installing the recommended improvements
- Energy efficient design choices that can be made at the beginning of the project which will save energy for years to come, avoiding costly retrofits later
Participation is Easy
- Search and contact a local design firm.
- Program representatives will work with your design team to determine which energy improvement measures options should be considered for your new building. You will receive a customized Design Recommendations Report outlining the recommendations along with estimated energy savings and potential rebate funding.
- Once building plans are finalized, program representatives will review and provide you with a Design Documents Review Report detailing eligible measures, energy savings, and rebate funding.
- Install qualifying energy efficiency measures as part of your new building.
- Have your contractor or design firm submit the rebate packet on your behalf.
- Program representatives will conduct an on-site inspection to verify final project details. You will receive a Project Verification report detailing your final savings and rebate.
Customer Eligibility
Participation Requirements
You must be a Dominion Energy Virginia non-residential customer who:
- Is on a non-residential rate schedule
- Is not exempt by statute or not under special contract
- Is responsible for the electric bill
- Is the owner of the facility or is reasonably able to secure permission to complete installation of measures
- Is completing a brand new construction, addition, or extensive building remodel where the entire lighting and HVAC systems are being replaced
- Is still in the design phase of the project where design recommendations can still be considered
Please review additional requirements through the Program’s Terms and Conditions. By participating in this program, you are signifying your agreement to the Terms and Conditions of the Non-Residential New Construction Program.
Rebate Details
Please allow up to 90 days from the date all required information is received to process your rebate. Payment will be issued to the account holder and mailing address on record with Dominion Energy – unless the customer has authorized the rebate to be paid to the contractor.
It is the responsibility of the customer to ensure that all requirements for the rebate are met. Failure to provide any of the required information will delay processing of your application and could result in non-payment.
All projects will require on-site verification.
